How I review
I start with evidence. I reproduce what can be observed, preserve what the request returned, and separate that from what the owner tells me or what requires deeper access.
Observed is supported by an outside request. Declared comes from the owner. Not verified requires code, runtime, account, or operational access. Could not check means the attempt did not produce a reliable result.
